为适应大数据时代农业农村产业数据化、数据产业化的发展趋势,有效解决传统农业农村信息采集方式获取数据存在时效性差、覆盖面窄等问题,满足当前农业农村数字化建设、政府部门科学化决策、科研部门数据化支撑需求,本研究基于“大平台、大系统、大集成、大数据”的建设思想,集成大数据环境搭建技术、移动互联网技术、数据处理分析技术和溯源编码技术,构建“一中心、四体系”的农业农村信息速调平台(Agri-watch)。平台基于移动终端和互联网技术,充分发挥新媒体平台优势,以期形成随时数据采集、即时信息传输、实时数据展示的农业农村信息采集新模式,打造集信息采集、数据管理、决策分析、可视化展示为一体的农业农村数据平台。平台整体架构包括核心数据层、业务支撑层和业务应用层,三层架构具有低耦合特征,在Internet环境下,采用B/S结构进行开发,基于前后端分离设计分别搭建前端系统和后台系统的基础框架,实现用户管理、问卷管理、指标管理、数据洞察分析、报告管理等功能,且面向农业产业发展和农村民生改善需求,部署服务平台和业务应用系统,打造数据多元查询与分析、多维可视化展示、数据加工与信息发布等数据应用体系。速调平台通过构建农业基准数据、挖掘数据隐性信息、探索数据发布机制,实现“用数据说话”,支撑“用数据管理”,助推“用数据决策”。

The current era of big data and data industrialization is fueling trends in digital agricultural and rural industry, which together open the way to solving problems of poor timeliness and narrow coverage of traditional agricultural and rural information. An effort designed to address these needs, to support scientific decision-making by government departments and to meet data demands of scientific research departments, is the project “One Center, Four System” known as Agri-watch. In line with the goal of "big platform, big system, big integration, big data," Agri-watch is China's quick-access platform for agricultural and rural information, integrating technologies for constructing big data environments, mobile Internet, data processing analysis, and traceability. Agri-watch is based on mobile terminals and internet technology, giving full play to the advantages of the new media, with a view to forming a new model of agricultural and rural information collection, creating an agricultural and rural data access platform with information collection, data management, decision analysis, and visual display all available at any time, with instant information transmission and real-time data display. The architecture of the platform includes three loosely-coupled layers: a core data layer, a business support layer and a business application layer, three-layer architecture has low coupling characteristics. In the Internet environment, the Browser/Server(B/S) structure is used for development. Based on the separated design of front-end, the basic framework that front and back system is built respectively implements user management, questionnaire management, indicator management, data insight analysis, report management and other functions, and faces the development needs of the agricultural industry and the improvement of rural people's livelihoods. The platform would deploy service and business application systems, forming a data application system that supports multiple data queries and analyses, multi-dimensional visualization displays, and data processing and information access. By constructing agricultural benchmark data, mining implicit information, and exploring data release mechanisms, Agri-watch would support data management and realize “speaking with data”, “managing with data”, “making decisions with data.”
