远洋渔业科学数据是指从事远洋渔业科研工作和生产活动中采集的基础性数据,对海洋环境监测和保护、渔业资源管理、气象预报、水域利用、区划管理和远洋渔船生产作业指导等方面具有广泛的应用价值。远洋渔业科学数据的组织、治理和应用对实现我国远洋渔业现代化发展和维护自身海洋合法权益具有重要意义。建立合理、高效和完善的远洋渔业数据治理模型可以有效地组织管理数据、重建历史状态和跟踪预测变化。针对目前我国远洋渔业科学数据存储管理分散、应用范围有限等问题,本文以推进远洋渔业信息化建设和具体业务需求为出发点,对多源数据集成与融合、远洋渔业科学数据治理、数据仓库构建和数据应用服务模式展开研究,提出远洋渔业科学数据治理模型,并基于该模型进行远洋渔业科学数据信息挖掘和应用主题探索,为远洋渔业科学数据的监管政策、用户需求和服务模式提供载体,提高了远洋渔业科学数据的利用效率、经济价值和社会价值。作为数据应用服务的范例,设计实现了远洋渔业综合服务平台,有效验证了远洋渔业科学数据治理在数据监管服务方面的可行性与实用性。本研究通过远洋渔业科学数据治理模型的建立指导数据应用的具体服务实践,并为下一步开展海洋科学数据互联共享和标准化研究工作提供参考。

Ocean fishery scientific data refers to the basic data collected in the scientific research and production activities of ocean fishery, it has wide application value in marine environment monitoring and protection, fishery resources management, weather forecast, water area utilization, zoning management and production and operation guidance of ocean fishing vessels. The organization, management and application of scientific data of ocean fishery are of great significance to realize the modernization development of ocean fishery in China and to safeguard the legitimate rights and interests of the ocean. Establishing a reasonable, efficient and perfect ocean fishery data governance model can effectively organize and manage data, reconstructhistorical status and track and predict changes. Aiming at the problems of scattered storage and management of scientific data of ocean fishery and limited application scope, based on the promotion of information construction and specific business needs of ocean fishery, this paper studies the integration and integration of multi-source data, the governance of ocean fishery scientific data, the construction of data warehouse and the data application service mode, proposed ocean fishery scientific data governance model and based on this model, information mining and application theme exploration of scientific data of ocean fishery are carried out, it provides a carrier for the regulatory policy, user demand and service mode of ocean fishery scientific data, and improves the utilization efficiency, economic value and social value of ocean fishery scientific data. As an example of a data application service, designed and realized the integrated service platform of ocean fishery, it effectively verified the feasibility and practicability of ocean fishery scientific data governance in data supervision service. This study guides the specific service practice of data application through the establishment of ocean fishery scientific data governance model, and provide reference for the next step of the research on the interconnection, sharing and standardization of ocean scientific data.
