Abstract:

Digital rural service stations play a pivotal role in enhancing digital service accessibility for rural populations while driving agricultural efficiency, increasing farmer incomes, and revitalizing rural communities. Drawing on field investigations conducted in Beijing, Hebei, Shandong, Chongqing, and Sichuan, this study systematically analyzes the current demand patterns and operational challenges of rural community services. The research reveals multifaceted service demands encompassing industrial services, financial services, government affairs services, and comprehensive social services. Key operational deficiencies identified include irrational site selection, limited service offerings, inconsistent staff qualifications, and insufficient data integration and application. To address service diversification, personalization, and sustainability imperatives, this paper proposes policy recommendations targeting six critical dimensions: spatial planning optimization, service portfolio expansion, operational mechanism innovation, personnel capacity building, financial sustainability frameworks, and cross-sectoral data sharing mechanisms.
