摘要:

国家农业基础性长期性科技工作在全国构建工作体系汇聚了10个不同领域的农业观测数据,为我国农业科学数据建设奠定了长期坚实的基础,该工作与研究对于促进农业科技创新、支撑农业生产的重要意义重大。通过系统布局国家农业科学试验站、观测站,加强农业数据的观测、监测、搜集、分析、整理、挖掘与共享利用,为农业科研和科技推广、农业科技体制改革、农业政策制定提供重要的基础支撑。开展农业观测数据共享元数据的标准研究,对农业生产要素及其动态变化进行科学观察、观测和分析,阐明内在联系及其发展规律,是管当前、利长远的研究,是把握农业生产要素发展变化的基本途径,是推动农业科学技术发展的必要基础,是制定农业政策的重要参考农业观测数据共享是国家农业数据共享、科技创新体系的重要组成部分,通过数据的整理分析不难发现,农业观测数据涉及范围广、种类多、语义多、共享难度大,农业野外观测数据又具有不可重复性的典型特征。本文以共享数据科学研究为基础,在分析农业观测数据元数据的标准、结构、管理体系以及元数据的互操作性的基础上,探讨农业观测数据元数据的特点及管理应用体系,为促进我国农业科技创新发展与国际合作交流提出可借鉴的参考建议。

Abstract:

In China, long-term scientific and technological research has helped establish a basis for a national agricultural work system for the whole country. That process has involved obtaining agricultural data in 10 different fields; it has laid a solid basis for obtaining further agricultural data. Those efforts are very important toward promoting agricultural and technological innovation as well as supporting agricultural production. By systematically establishing national agricultural experimental stations, it is necessary to enhance observation, monitoring, collection, anylysis, arrangement, excavation, and shared use of agricultural data.. It could help provide basic support for agricultural research and technology, reforming such research and technology, and policy making. This kind of research effort should involve the following: obtaining metadata standards related to agricultural observation data sharing; observing and analyzing agricultural production factors and related dynamic changes; and clarifying internal relations and their development rules. And it would offer a basic means of assessing previous developments and ongoing changes related to agricultural production factors; it would provide a necessary foundation for promoting the development of agricultural science and technology as well as offering a basis for formulating agricultural policies. In this regard, sharing important agricultural observation data would be an important part of developing an innovative system for joint use of scientific and technological data in China. It is evident that an analysis of such data covers many academic fields (including semantics). The results of this study indicate that data sharing is not an easy task. Further, agricultural observation data are typically characterized by non-repeatability. On the basis of shared scientific research, this article analyzes the standards, structure, management systems, and interoperability of agricultural metadata. This paper discusses the characteristics and management application systems for agricultural metadata; it offers suggestions toward promoting the development of agricultural science and technology in China as well as furthering international cooperation and exchange.
